Purchase of Firearms-Kansas

According to Kansas Bill of Rights Section 4, the people have the right to bear arms for their defense and security; but standing armies, in time of peace, are dangerous to liberty, and shall not be tolerated, and the military shall be in strict subordination to the civil power .

State permit is not required to purchase a rifle, shotgun, or handgun in Kansas. Law prohibits a person less than eighteen years of age from purchasing any firearm with a barrel less than 12 inches.

A person who is both addicted to and an unlawful user of a controlled substance or who, within the preceding ten years, has been convicted of certain specified felonies, but was not found to have been in possession of a firearm at the time of the commission of the offense, or has been released form im¬prisonment for such a crime, and has not had the conviction of such crime expunged or been pardoned for such crime is prohibited from purchasing a firearm. Any person who, within the preceding five years has been convicted of a felony other than those specified for the ten year disqualification and any person convicted of a felony and was found in posses¬sion of a firearm at the time of the offense is also disqualified from purchasing a firearm.

K.S.A. § 12-16,124 prohibits a county, or an agent of any city or county from adopting any ordinance, resolution or regulation, governing the purchase of firearms or ammunition, or any component or combination thereof.

As per K.S.A. § 48-1903, a resident of Kansas can purchase a rifle or shotgun in a state contiguous to Kansas. However, the purchase should be in compliance with the legal conditions of sale in both states, and the purchaser and the licensee must have complied with all of the requirements under the Federal Gun Control act of 1968, applicable to interstate transactions other than at the licensee’s business premises.
