Article 1 section 11 of the Louisiana Constitution recognizes the right of each citizen to keep and bear arms, but this provision also does not prevent the passage of laws to prohibit the carrying of weapons concealed on the person.
In Louisiana, no state permit is required for the purchase of a rifle, shotgun, or handgun. Any person residing in Louisiana can lawfully purchase a rifle or shotgun or ammunition in any state which is contiguous to Louisiana and receive or transport such rifle or shotgun or ammunition into Louisiana and permit any person residing in a contiguous state to purchase shotguns, rifles or ammunition in Louisiana and receive or transport such rifles, shotguns or ammunition in Louisiana[i].
