Mo. Const. Art. I, § 23 states that “the right of every citizen to keep and bear arms in defense of his home, person and property, or when lawfully summoned in aid of the civil power, shall not be questioned; but this shall not justify the wearing of concealed weapons.’’
According to Missouri laws, permit is not required for the purchase of rifles, shotguns or handguns. However, it is a crime of unlawful possession if a person convicted of felony possesses a firearm by purchase or any other means. Possession of a firearm by a fugitive, a drug addict or a mentally incompetent person amounts to class C felony[i]. Purchase of a firearm by a person who is not lawfully entitled to possess one is also a crime.
