According to Article 1, Section 22 of the Rhode Island Constitution, a person has the right to keep and bear arms borne. In Rhode Island, permit is not required to purchase firearms.
A citizen of Rhode Island can purchase concealable firearm from outside of the state of Rhode Island only after duly executing the application form prescribed in § 11-47-35. The purchaser can obtain the application form from the city clerk in which h/she resides or has his place of business[i]. The purchaser delivers the original and duplicate copies of the application in person to the superintendent of the Rhode Island state police or to the chief of police of the city or town in which the purchaser resides. The purchaser shall send the triplicate copy of the application by registered mail to the attorney general within twenty-four hours of the time of filing with the appropriate police authority. Apart from this, police conducts a criminal history background check of the purchaser.
